The use of business aviation has been rapidly growing not only in the western countries, but also in the Middle East and Asia, demonstrating that it is an indispensable business tool. However, in the Tokyo Metropolitan Area where demand for the use is high, Haneda and Narita Airports are not sufficiently ready to accommodate business aviation and thus difficult to use in terms of, among others, limited number of landing slots and facilities designated exclusively for business aviation, which is causing the situation called Japan Passing.
Therefore, to enhance international competitiveness, the Tokyo Metropolitan Government (TMG) formulated 'TMG's Policy for Strengthening of the Business Aviation Receiving System in Tokyo' in November 2010, which includes development of facilities designated exclusively for business aviation in Haneda Airport, and use of Yokota Air Base.
TMG will work appropriately with relevant organizations to realize the sufficient and effective system for receiving business aviation.
